FALSE ATTACK: “…voted to let insurance companies deny coverage for pre-existing conditions.”

 

TRUTH: SCOTT PLAKON WILL ALWAYS PROTECT OUR PRE-EXISTING CONDITIONS.

 

Scott voted for SB 322 (2019). The intent is to clarify requirements for insurance companies on behalf of Florida citizens.  It establishes requirements for insurance company policies to be worded clearer, for policies to include conditions beneficial to citizens.

 

The Bill authorizes insurers to create policies to meet certain criteria for essential health benefits under the federal PPACA (Obama Care).

 

The Bill mentions multiple times the requirement that an insurance company can’t deny anyone with a pre-existing condition.

 

Specifically, “prohibiting such insurers from excluding, limiting, denying, or delaying coverage under such policy, due to pre-existing medical conditions.”

 

SB 322 further protects Florida citizens by “prohibiting such health maintenance organizations from excluding, limiting, denying, or delaying coverage under such contract due to pre-existing medical conditions.”

 

FALSE ATTACK: “…dumping raw sewage in our drinking water.”
TRUTH:  SCOTT PLAKON WOULD NEVER WANT ANYONE TO DRINK SEWER WATER.

 

Scott voted for House Bill 1149 (2018). This bill was created to address a few issues for Department of Environmental Protection and one of them was a plan to encourage cities and municipalities to help replenish Florida’s Aquifer as a form of water conservation.

 

 

The City of Clearwater started the Groundwater Replenishment Program  a few years back, with the goal of replenishing the aquifer with water that is cleaner than bottled water.

 

 

HB 1149 worked with the State’s Water Management District to assist them in aquifer recharge to stop or reduce saltwater intrusion in to the Aquifer Recharge at Flatford Swamp.

 

In 2016, Scott helped the city of Altamonte Springs receive state appropriation for their City of Altamonte Springs- pureALTA Project. This International Award-Winning Project is the jewel of water conservation in Florida and it is right here in House District 29.

 

Here are the words from the City Manager of Altamonte Springs, Frank Martz:

 

“The City of Altamonte Springs built this project with Rep Plakon’s support.”

 

“This is a green project.”
“We won an international innovation award in 2018 for pureALTA – little Altamonte Springs beat 45 other countries.”

 

“This project cleans reclaimed water to better than drinking water standards.  This project accomplishes that without reverse osmosis – reverse osmosis requires a lot of electricity.  pureALTA – because it does not require reverse osmosis – has a lower carbon footprint. “

 

“Because water is a critical state concern, pureALTA’s technological innovation creates a way to clean water in the future, if it is needed.  This water is CLEANER than the state’s drinking water standards.”

 

 

FALSE ATTACK: …didn’t rein in out-of-control drug prices.”

 

TRUTH: SCOTT PLAKON VOTED TO HELP DECREASE PRESCRIPTION DRUG PRICES.

 

 

The State of Florida has no jurisdiction in regulating the prices that Big Pharma sets for their drugs. This can be a function of the broken system in DC but not for each state.

 

In 2019, the Florida Legislature passed HB 19, a bill that required the Agency for Health Care Administration to establish the Canadian Prescription Drug Importation Program.  This legislation made Florida one of only three states in the union with this law in their statutes. This AARP article states that Florida’s law focuses on bringing down the cost of drugs. It is reported that this bill will allow Floridians buy drugs at half the cost they are paying now.

 

Scott was asked carry the bill (HB 7073)  that would have allowed Florida to assess any applicable permitting fees, if needed. It was later determined this bill was not needed.

 

Not only does Scott Plakon support lower drug prices for Floridians, he was the architect of the bill to allow it.

 

 “On behalf of more than 2.8 million AARP members throughout Florida, we applaud the governor’s signature on this legislation,” says AARP’s Florida acting state director, Jack McRay.

 

“Importing safe, affordable, Food and Drug Administration-approved prescription drugs from Canada and other countries is one of several important steps to bring down the high cost of prescription drugs for millions of Floridians.”

 

FALSE ATTACK: …Not in support of rural boundary protection

 

TRUTH: SCOTT PLAKON WILL ALWAYS PRESERVE AND PROTECT OUR RURAL BOUNDARY.

 

 HB 883 (2018) was a bill dealing with ethics training for community redevelopment agency commissioners and added new guidelines for the agency.

 

This bill had added language on the floor that would have allowed for affordable housing to be built within a 3-mile radius of any state university or college. This would have impacted our rural boundaries here in Seminole County.  Once this language was added, Scott voted against the bill.

Truth about SB 410:

 

Scott heard this bill three times in the house and the bad language was not in there.

 

This bill dealt with Alachua County.  The last week of session, bad language was snuck in that might have impacted Seminole County.  The language gave municipalities the abilities to annex land and they would determine its land use regardless of any previous determinations (Rural boundaries).

 

 

Once Scott became aware of the potential impact to Seminole County, he immediately called the Governor’s office to request he veto the bill!

 

 

Scott sent a veto letter speaking to how the language was not properly vetted and how it might have circumvented Seminole County’s Charter as a reason for the veto, and the Governor vetoed the bill thanks to Scott!

 

 

 FALSE ATTACK: “…a special interest agenda…”
Scott has stated repeatedly, “Just because someone buys into my agenda, doesn’t mean I buy into theirs.” Scott has stood up to special interest before and he’ll do it again!

 

Kagan is funded by OUT-OF-STATE BILLIONAIRES, unions and SUPER PACS, funding mail across our district and dumping hundreds of thousands of dollars in TV, using dishonest attacks against Scott, trying to take over Seminole County.  In fact, “Forward Majority Action Florida” sent out a mailer attacking Scott to thousands of people in our county.  Forward Majority Action Florida is funded by billionaires in New York and Washington, DC.  This is the ultimate example of the Washington swamp!
